The Engineering Department has three divisions:

General Engineering

The General Engineering Division is a technical support division for other city departments. It also provides technical assistance for the public, utility companies, private engineers, private surveyors, and architects doing work in the city rights of way, alleys, easements (drainage, water, and sewer), and on city-owned property.

The General Engineering Division is responsible for:

  • Plat Review
  • Plan Review
  • Permitting
  • City Projects
  • Construction Inspection

Plat Review
Preliminary Plat - A preliminary plat review is required when a parcel of property is being subdivided and minimum improvements will be made which the city will own and maintain (i.e., new streets, water, sewer, and drainage). Preliminary Subdivision Plat Review Check List.

Final Plat - A final plat review is required when a parcel of property is subdivided and minimum improvements are made and accepted by the City Engineer. A final plat review is required when a parcel of property is being subdivided and no improvements are made that the city will own and maintain. Final Subdivision Plat Check List.

Plan Review
Site Plan - A site plan is required when a parcel of property will be developed for commercial or public use. Site Plan Review Check List.

Construction Plans
Construction plans are required when improvements will be made in which the city will accept ownership or maintenance.

Sediment and Erosion Control

A soil erosion plan and a land disturbance permit is required when a parcel of property that is 1.1 acres or more will be developed, regardless of the area to be disturbed.  Please refer to the Soil & Erosion Ordinance D31b as well as the City of Valdosta’s Stormwater Ordinance.  Please see the following check list prior to submitting soil and erosion Plans to the Engineering Department.

Permitting
The following is a list of permits issued by the City Engineering Department, either singularly or in combination, depending on the project.

  • Clearing and Grubbing – Land Disturbance Application and Tree Permit required
  • Grading
  • Domestic Water Mains
  • Sanitary Sewer Mains
  • Storm Drainage
  • Curb and Gutter
  • Base and Pavement
  • Utility Street Cuts or Installation on City Rights of Way , Call 229-259-3530 for a ROW Permit Number.

City Projects
The Engineering Department has the task of assisting projects implemented by other city departments or the mayor and the city council. Areas of assistance include:

  • Design
  • Bidding
  • Contracting
  • Quality Assurance by Construction Inspection

Construction Inspection
The Engineering Department has a construction inspection staff that observes construction within the city limits to insure compliance with "The City of Valdosta Construction Standard Specifications," or GDOT requirements when applicable. The following is a list of projects by the city or by private contractors requiring inspection:

  • Water and Sewer
  • Streets
  • Drainage
  • Driveway Installation.  Call 229-259-3530 for inspection prior to pouring cement.
  • Best Management Practices for Soil Erosion.  Call 229-259-3530 for inspection.

Closure, Name Change of Streets, Alleys

Sec. 86-81. Consideration by mayor and council.
The mayor and council shall consider the closing or changing of the name of any public street or alley within the corporate limits only upon receipt of petition signed by 60 percent of property owners and/or residents abutting the public street for which the name change or closing is requested.

Sec. 86-82. Procedure for consideration.
Upon receipt of petition requesting a name change or closing of any public street or alley, the mayor and council shall verify that the petition contains the requisite signatures of 60 percent of property owners and/or residents of the public street or alley. Thereafter, a notice of meeting in which the petition and request is to be considered shall be published in the local newspaper a minimum of three times commencing at least ten days prior to the meeting. This notice shall contain the date and place of meeting, the current name of the street or alley to be changed or closed, or if a name change is requested, the requested name change.  Petition Form.

Sec. 86-83. Effective date of change.
Upon the change of any public street within the city, the effective date of the change shall not be effective for a period of at least 90 days after passage of the ordinance.
