Our Divisions
The Office of the Deputy City Manager for Administration oversees the operations of the Finance DepartmentCommunity Development Department and the Information Technology Division

The Finance Department includes the offices of AccountingBudget, Customer Service, Accounts Receivable, Purchasing and Grants.

The Community Development Department, under the Deputy City Manager for Administration’s responsibility, includes Community Protection, Planning and Zoning and Development Services.  

Biography
Mark Barber is the Deputy City Manager of Administration for the City of Valdosta, a position he has held since August 2007.  Previous to this appointment, he served as the Finance Director for the City of Valdosta beginning in October 2000.  Prior to joining the City of Valdosta, he served as Director of Financial Services and Risk Management for the City of Thomasville, Georgia.  His areas of responsibility for the City are comprised of managing the operations of the Finance Department, Community Development Department and the Information Technology Division.  Financial operations include:  Accounting, Budgeting, Purchasing, Customer Relations, Tax Collection, and Grants Management.  Community Development operations include:  Community Protection, Planning and Zoning, and Development Services.  Mark has more than eighteen years of experience in the field of governmental financial operations and risk management. 

Mark is a graduate of Valdosta State University where he received a Bachelors of Business Administration in Accounting.  He is an active member of the Government Finance Officers Association and the Georgia Government Finance Officers Association.  He chaired numerous committees for GGFOA and most recently served as State President of the organization.  Mark resides in Lowndes County with his wife Judy and their children Landon and Victoria, and they are members of Redland Baptist Church.
