City Manager

Jennifer Wheeler serves as the City Manager for the City of Valdosta, bringing more than 18 years of experience in local government leadership and public administration. With a strong commitment to public service, Wheeler is dedicated to enhancing the quality of life for Valdosta residents through strategic leadership, fiscal responsibility, and exceptional municipal services.

As City Manager, Wheeler oversees the City's daily operations, working closely with the Mayor, City Council, employees, and community partners to implement the City's vision and priorities. She is responsible for managing municipal operations, overseeing the City's budget, directing department leadership, and ensuring residents receive efficient, responsive, and transparent government services.

Throughout her career, Wheeler has built a reputation for collaborative leadership, organizational excellence, and innovative problem-solving. Her experience includes strategic planning, financial forecasting and budget development, capital project oversight, operational improvements, and organizational development. She is passionate about creating efficient government operations while fostering strong relationships with employees, businesses, community organizations, and residents.

Wheeler believes that effective local government is built on trust, accountability, and open communication. She is committed to leading an organization that is responsive to the needs of the community while positioning the City of Valdosta for continued growth and long-term success.

She holds a Master of Public Administration and a Master of Science in Environmental Health and Occupational Safety from Columbia Southern University, and a Bachelor of Science in Environmental Science from Bowling Green State University. She also recently attended the Virginia Women’s Municipal Leadership Institute in 2025.
