Overview

This position performs technical duties related to land disturbance activities.

  • Performs plan reviews to ensure compliance with the city's Land Development Regulations.
  • Reviews hydrological site analysis reports to ensure compliance with the Georgia Stormwater Management Manual.
  • Performs site inspections on permitted sites to ensure compliance with state and federal regulations.
  • Investigates complaints to determine violations and seek resolutions.
  • Serve as the Local Issuing Authority (LIA) and performs enforcement actions for NPDES violations as required.
  • Performs annual stormwater facility maintenance inspections on private property.
  • Performs Certificate of Occupancy and stabilization inspections.
  • Reviews Zoning Board of Appeals variance requests and provides recommendations.
  • Attend development meetings.
  • Document activities and prepare various reports.
  • Performs related duties.

Qualifications

  • Knowledge of the city's Land Development Regulations.
  • Knowledge of state and local stormwater regulations.
  • Knowledge of the Georgia Stormwater Management Manual.
  • Knowledge of state and local NPDES regulations.
  • Knowledge of computers and job-related software programs.
  • Knowledge of state and local stormwater facility maintenance and inspection procedures.
  • Skill in reading and interpreting construction plans and blueprints.
  • Skill in performing construction inspections.
  • Skill in the preparation of a variety of reports.
  • Skill in oral and written communication.
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Must possess a valid Level II Certified Plan Reviewer certification card, issued by the Georgia Soil and Water Conservation Commission.
  • Must possess a valid Level IB Certified Inspector certification card, issued by the Georgia Soil and Water Conservation Commission.
