Overview

This position is responsible for supervising and participating in regular chemical, bacteriological, and microscopic examination of non-potable water samples.

  • Direct, schedule, and supervise laboratory personnel, including analysts and technicians.
  • Provide training and technical guidance to ensure staff competency and development.
  • Evaluate employee performance and recommend disciplinary or commendatory actions as needed.
  • Oversee daily laboratory functions, ensuring accurate and timely completion of chemical, biological, and physical testing of wastewater, sludge, biosolids, surface water and industrial samples.
  • Ensure adherence to sampling schedules, standard operating procedures (SOPs), and chain-of-custody protocols.
  • Coordinate special studies or emergency testing as needed (e.g., spills, illicit discharges).
  • Develop, implement, and maintain laboratory QA/QC programs in accordance with NPDES permits, EPA, GA EPD, or other regulatory agency requirements.
  • Maintain compliance with state certification programs as applicable.
  • Prepare for and coordinate internal/external audits, inspections, and proficiency testing.
  • Review and validate laboratory data for accuracy and completeness.
  • Prepare technical reports, monthly compliance summaries, and regulatory submissions.
  • Coordinate with plant operations and Environmental Staff to provide data for compliance tracking.
  • Ensure that laboratory personnel follow all health, safety, and environmental procedures.
  • Oversee proper disposal of hazardous laboratory waste in accordance with local, state, and federal regulations.
  • Maintain laboratory infrastructure, equipment calibration, and service records.
  • Act as liaison between the laboratory and operations, industrial pretreatment, compliance, and engineering departments.
  • Assist in developing and updating laboratory policies, SOPs, and emergency response protocols.
  • Other duties as assigned

Qualifications

  • Knowledge of wastewater treatment principles and practices.
  • Knowledge of chemistry.
  • Knowledge of the maintenance and calibration of laboratory equipment.
  • Knowledge of federal, state, and local laws and regulations pertaining to sample collection and laboratory procedures.
  • Knowledge of data analysis and records management principles.
  • Skill in the collection, analysis, and interpretation of wastewater samples.
  • Skill in the operation and maintenance of laboratory equipment.
  • Skill in planning, organization, and decision making.
  • Skill in the collection and analysis of data and in the preparation of reports.
  • Skill in oral and written communication.
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain state certification as a water or wastewater analyst as appropriate.
  • Possession of valid driver’s license.
