Zoning Administrator
Description
Overview
This position is responsible for administering the operations of the Zoning Division.
- Oversees the Zoning staff review of proposed development plans and business license applications for compliance with general Zoning, Overlay Districts, and related development codes. Makes official interpretations and final Zoning decisions pertaining to these codes.
- Oversees all processes related to Variances and Subdivision review.
- Coordinates with Zoning Officer regarding Zoning compliance issues and attends Municipal Court hearings as needed.
- Oversees the administrative support function for the Valdosta-Lowndes Zoning Board of Appeals (ZBOA).
- Provides technical assistance to City officials and assists with City ordinance review and proposed amendments.
- Provides non-routine technical assistance to citizens and the local development community.
- Assists other Zoning staff with routine office functions, including citizen inquires, Zoning approval forms for permitting, departmental newsletters, etc.
- Completes special projects assigned by the Community Development Director, City Manager, or other City Officials.
- Represents the division at weekly development review meetings, Division-level staff meetings, all City Council meetings, and at special community functions when needed.
- Performs related assigned duties.
Qualifications
- Knowledge of the basic principles and practices of Zoning or land use planning, as well as related State laws.
- Knowledge of real estate and general property research techniques
- Skill in reading professionally-drawn site plans or architectural/engineering drawings or surveys, as well as subdivision plats.
- Strong communication, map reading, organization, and writing skills
- Ability to deal effectively with government officials and the public.
- Sufficient skills with GIS and Microsoft Office products, including the creation of forms, tables, brochures, and simple graphics, and the ability to create and maintain digital databases.
- Ability to communicate effectively, both orally and in writing, as well as establish and maintain effective relationships with co-workers and the development community.
- Knowledge about Valdosta’s geography and government structure, or have the ability to quickly learn such knowledge.
- Knowledge of department and city policies and procedures as well as personnel policies and procedures.
- Skill in the supervision of personnel.
- Skill in public speaking and public relations.
- Skill in oral and written communication.
- Bachelor’s Degree in Urban Planning, Public Administration, or related field with five (5) years of zoning or planning-related experience in a governmental environment. A Master’s degree in one of these fields is preferred and may contribute to the experience requirement.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
- Must possess or obtain a Georgia driver’s license and satisfactorily complete a background check and post-offer physical.
